I'm with those who think it's a completely new character. I don't think the hair or face is quite right for him to be America, and he's certainly not Germany, Sweden or Estonia I think ~_~
Would love it if he was Wales though - though I doubt it's him (no Iggy brows which Himaruya seems to love to give to anyone related to England). Also, if it was Wales, I'd be sad that he doesn't have pretty green eyes.

That has to be someone new. No way it's America, the vibe is completely off, and something about the eyebrows is just... different. I think I know my country when I see him >:<

He could be related to Germany, he has the eyes and hair which is sort of slicked back like Austria but the hat obstructs the view. He looks like bleached!Austria, with the mole removed. Why do I think it's another line up of uniforms for a character, such as the ones of England in shorts? Or chibis with a uniform theme like the Air Force uniforms?
I kind of hope it's America in a Navy uniform with his hair slicked back under the white cap. I only say I'd like it not to be a new character simply because of the blonde hair/blue eyes combo... there's so many characters that have that combination! I want some new brunette/red head characters!

Why is nobody else seeing that thing next to his face as a jumping cats' tail? <:( But yeah, I'm totally feeling De Ja Vuu~ from this guy. His hair on the left side reminds me of England's when he was trying to escape Italy by being epically cool, the eyes are JUST a little bit lighter than Al's, and that is DEFINETELY a US Army uniform of some kind. <-*Has been forced to watch WAAAAY too many WWII documentaries for own good* So, my conclusion is...*Drumroll*...I have no F**king clue!! :D Yaa-*shot*

Agreed 100 percent. America here may not be all DDDD right now, but it's the closest character I can think of. It can't be Germany and Sweden for the eyes, obviously and demeanor, but it's definitely America. Like you said, he has shown to have different expressions and the uniform really does look like one of the navy. Sideburns are throwing me off though...

Yeah, looks like a mellowed out America, though I suppose Canada is a possibility if the nation has any uniforms that look even remotely like the one pictured. While it doesn't fit either of the those two exactly, Germany and Sweden are even bigger stretches. America isn't always happy go lucky and excited. It's just that the picture doesn't seem to capture his usual serious face.

Throwing in a wild card... it could be Denmark with his hair slicked back, since the sideburns sort of match... :'D but the eyes are a little different. So, beyond that, it think it most likely is a mellow America in a naval uniform. Though a high Germany made me giggle~

I think it looks like America and no one else. It's not like he's never been drawn with a serious expression before or that he's only ever been drawn with the doofy overly large smile. So the line of reasoning that he's not grinning so it can't be America, doesn't make much sense to me.

I dunno, just doesn't feel like America to me (that seems to be the main theory in both fandoms, y/y?) although it does have more of an air force uniform feel to me. My bet's on a new character, a state of America's or a Germanic-infulenced character or something.
(Also, my bet is that the seagull wing like thing is actually the coat sleeve of another character [Japan?] flying in the wind. Either that or American seagulls are hella different to Australian ones.)

I think it might be some Organisation in this world.in my opinion i think he is INTERPOL.
He appears to be wearing a naval uniform and to the lower left is something that reminds me of a seagull's wing. So I'm guessing it is an island nation.
