I think it does, I believe that's a WWII US navy officer's (I'm not sure of the rank though) uniform, and I think I can see the tip of a seagull's wing :D

i dont think that its Germany, because Germany's eyes are drawn differently, like Prussia's.
i really think that this is America in some navy-ish outfit with his hair awesomely like Germany's, but then i think that the guy's eyes in the picture are kinda brighter than America's eye color, so im not really sure f this guy really is America. but there is still a possibility that this is him. America can also do poses like this!! XD

There are tons of panels in the series and official images where America isn't all :D :D but is instead more calm and mellow. I don't think the expression is that unlike him at all. Pixiv seems to think it's America, if that says anything.
...I honestly think it's America with slicked back hair. ^^;

New charakter: Luxembourg? Åland? Färöer? What about Quebec, did he get a real design or was he just mentioned shortly?
Quebec technically has a design, but isn't a real character as far as we know. Canada was having a nightmare wherein the French-speaking and English-speaking populations clashed, and Quebec was born as a country as a result. You can take it to mean that Quebec was pre-existing and was promoted, but the strip seems to imply that he, or at least the nation entity, hadn't existed prior. A note underneath the strip states that the "Quebec state remains only a thought" in regards to countryhood.

They eye colour doesn't match up but the crest on his arm sorta looks like British royal navy. That being said it could also look like the American naval crest.
