Rounding up Talent
Was watching the /cm/ thread a while ago and someone mentioned wanting a fanmade game, I'm really into the idea, but am lacking serious programming skills. Is anyone interested in throwing in a hand or two in terms of programming and/or art?
Also, I'm not sure what kind of a game it would be. Visual novel style or a dating sim or... something completely different. And honestly it can be as simple as one of those cheesy flash quiz dating sim things, or more complicated like one of those Renpy games, doesn't matter. I just want to get something done.

The scenarios and style that you described kind of reminds me of some Y/BL games like Absolute Obedience where there isn't an overall plot but there are scenarios to be completed and unlocked. I think those are actually simpler to handle, but I think for the sake of continuity, maybe it should have one or two characters that are the primary focus. Doesn't mean they'll be involved with everybody, just that they will be sort of plot device to tie everything together.
Hetalia in itself isn't very serious business to begin with, I don't mean to just go ahead and slap a highschool setting on things, what I meant was putting them in the kind of vague space that they all seem to live in within the 4koma strips. Putting them in a more concrete setting is a little better than just blitzing through limbo, I think. The "REAL HISTORY" part of it would have to be very tastefully done because educational games or games that try to incorporate real facts into it have a really bad track record of cheesing it up. But yeah, thinking about it now, a play by scenario game would probably be easier. The entire game would be less confusing and a little more casual in terms of the time devoted to it because of the episodic nature of it.
Maybe start with the original cast. Allied powers vs. Axis powers? Or maybe a little of everything?
