I think back in the past Netherland was once shown in that way... before his design was chosen.
I've checked my Hetalic maps but they didn't help me to remember if there was another case of this... sorry...

Nope, it was just an empty face with the writing Holland on it in the "Maria Theresa and the War of Austrian Succession" web version.

I'm also hoping for that (and if there were new Ancients as well my happiness would be complete)
