Actually I think Molossia must be talking to someone else there because I'm pretty sure guns are outlawed in Molossia (at least I believe that's what the wiki page said, if I remember correctly).

Gantsuke is Japanese slang talk for glaring, so he'd be saying "What the fuck are you staring at, prick?!" here or something.

Also, Shaba in this case probably means the outside world. Apparently people like military personnel and prisoners and the like say this line when the personnel returns to civilian life or the prisoner is released from prison. Since Molossia is under martial law at the moment apparently and he's pretty much Romano-tier gangsta, I think that this meaning might be more appropriate. I also get the distinct feeling he hasn't been outside of his nation for a long while, but that's just me. I guess something like "Pheeeew! Damn, this outside air feels fuckin' good!" or whatever would work. Your call.

Ah ha... I had a feeling something wasn't quite right with the way I'd translated those bits. Unfortunately my gangster-speak vocab is rather lacking ^^;
