The more I look at Kugelmugel, the more I think it's a boy.
The kid just has a lot of masculine features, in my opinion.
He also looks a bit like Switzerland, which helps prove my point.
If you look at this picture with Liechtenstein and Switzerland drawn chibi style (http://www.hetarchive.net/images/plog-content/images/himaruya-art/color-chibi/09-07-20-swwi.jpg) in comparison to the chibi of Kugelmugel at the bottom of the page, he has a lot of Switzerland's features and lacks the more feminine features of Liechten (who looks a lot like a female Swiss in many ways)
Himaruya being Himaruya, I guess you can't be 100% sure until he says so, but I'm gonna be referring to Kugelmugel as a he for now. I just makes my life easier to not try to figure out how to refer to a character in gender-neutral forms only^^;
