To be honest I thought the same thing, but I'm also the sort of person who short-circuits over why Germany would have trouble going to Cuba when Cuba just went to Germany pretty casually, and Japan visits Italy and Germany casually, and Italy runs across the whole of Switzerland in one night without trousers. . . a-and other stuff of that nature. ._.;;

. . . If, for example, Mariazell became a separate country in the future (through some crazy impossible circumstances, whatever) then would Austria's stray hair morph into a person? Texas was a country once, so was it a person that turned into a pair of glasses or was it a country that was a pair of glasses from the start?! It never ends!! @_@;;;

Countries certainly have international relationships but how on earth could any of them "fall in love" to begin with?! Though canon has managed to cleverly avoid that one. ^^;
