Norway Cosplay help needed :3

Hey.
I'm experienced in sewing but I just needed to see if there are any tips on how to make it.
I've only made Lolita dresses before but thats it >.>
I lurveee Hetalia and have been obsessed for.. awhile..
Okay.
So, I know Norway's outfit is like a sailor fuku-ish top and some pants with a cute hat.
I'm just a little confused on how to make the hat and wig.
Some tips maybe XD
There was a question like this on Yahoo Answers and someone said to go on Hetalia Livejournal so I did XD

I actually made this as a tutorial for a friend for a sailor style hat. But changing the colors would make a good base for Norway's hat






And the wig...uh...you might wanna wait for a more experienced community member cause I'm pretty bad when it come to wig styling

I'm looking at my references right now for the outfit you're talking about. And You probably can? Um. You probably will have to interface the 2.5x31.5 inch rectangle since it have to be stiffer and tuck the other band inside so it look like more of a beret shape :O
