There is actually a lot interesting talkback by Himaruya from that post that the little pictures don't do enough in explaining.

I know, right? Italian Unification and Germany's birth, afkasfnasf. Even before Hetalia days, I have always loved those parts of history too. ;; And French Revolution, but that is another story altogether~.

Himaruya said he thinks those are two important parts of history to know about. Don't start counting your chickens yet. xD Who knows what he has up his sleeves.

About official little kid Germany... That is subject to debate. It depends on how you view the "birth of Germany", I suppose. I personally think, he will be introduced as a teenager. That and the Pixiv artists probably just make him look like HRE but as a separate character or a reborn version of HRE (if it's not directly HRE=Germany, that is), which is also another way you could view the birth as well.

Although, any excuse to see a younger Germany in traditional clothes gets my instant approval.
