About the Christmas Strips

Christmas and New Years is over but one thing confused me.

Himaruya drew this guy in one of the later strips. As it seems he's a Nation.

But...

Who exactly is he?!

He's the one at the bottom that likely isn't a Portugal design. (http://i56.tinypic.com/2ci8s9c.jpg) (And possibly the uncolored head above it, since it has a similar hairstyle and glasses. I'm. . .not too sure why he's on the page of Portugal designs, though.)

His calm attitude with glasses and the dark hair reminds me of Sebastian from "Black Butler". Sorry fans to "Black Butler", but I constantly fail spelling the real Japanese title of the story. ^^;
