I think Switzerland is sometimes put in a dress because in Japan's vision of the country was of the girls in dresses. Seen here (http://www.geocities.jp/himaruya/nkgk.gif)

Poland talks like a highschool girl... the crossdressing probably reinforces it?

Japan's vision of Switzerland is more the "Heidi" stereotype than that of a gunslinger bad tempered young man. (see comic provided by a_liger.) It's a recurrent theme. (http://i36.tinypic.com/kedcue.gif)

The only explanation I could think of was that in the past, Poland was known as really tolerant country when it came to religion and stuff, so maybe someone thought of that.. but I really doubt this being the reason. Probably it's just the schoolgirl thing + he is blonde.

Yeah, Switzerland is not real crossdresser, just in imagination of Japan.
(We japanese can't help reminding animation Heidi by Miyazaki Hayao and O Vreneli song whenever saw Switzerland...it's so called stereotyped image^^;)

I've ever read Hima-san wrote about Poland's crossdressing on diary.
At the first idea Poland was a girl, but Hima-san changed Poland's gender to a boy finally.
That why he sometime crossdresses.

By the way, Poland's talks like "highschool boy in Nagoya area" not highschool girl :)

Poland did actually cross-dress in canon, if you count what he did during Halloween as such. (http://www.geocities.jp/himaruya/hall.htm) Frills, bow, bobby pins, etc.
