I was under the impression that that was for OC Nations and that's it.
Are the smaller OCs allowed, too?

I'm not all too sure. But as far as I know, only nations for now c:

There are comms however for American States, Latin Americas, etc.

The American States is strictly mpreg-only and doesn't really cater to the original 13 states. That's partly why I made this one :)

I have seen that list before (but thank you for the link!), but all of the OC comms seem directed towards...OC Nations. I've seen various comms accept OCs of Canadian provinces and American states, but not one comm, other than raising_states, is dedicated solely to them, which is the other reason why I decided to make this.

I do have future plans to make a discussion thread and ask everyone to share their ideas of subdivision-tans. You could always share your ideas when it comes up and see if anyone might be inspired by them, too :)
