As promised, here is the other scanlation that I did for Hetalia, this one being the Bloody Sunday incident in 1905.  Seriously, with a history like that, it's hard to blame Russia for going completely insane.  (I have my theories/opinions about Russia, but...that'll come later)

Apparently the artist originally planned to call him Jean and some other name, but Francis stuck. *laughs*

I thought the French name was supposed to be François. I've never heard of Francis as a French name; all the French/Belgium people I've known/ heard of were never named Francis, but a lot of them were called François. (pronounced franz-SWAH)

I can assure to you that Francis is a common name used in France, since I'm french and lives in France and I've met some Francis. I don't know about the French/Belgium people you know but I'm baffled they've never heard of Francis.
