I don't know where an exact height chart is, but I know that Hetalia Archives (http://hetalia.wikinet.org/wiki/Main_Page) lists the heights for most of the characters on their profiles.

Yeah, at his full height(whenever he appears much shorter, I imagine he's slouching--it's pretty fitting for him to slouch) he looks more his age. But still maintains the boyish cuteness he's supposed to have.

Personally, I disagree with a lot of these (other than the canon, of course). I'm a grown woman, and only 148 cm (4'10"ish) tall. That's TINY. Sealand is supposed to be a twelveish-year-old boy, and believe me when I say every single twelve-year-old I've met is taller than me. Hell, my nephew's gonna be nine soon, and he's almost caught up to me. I'm often mistaken for someone in grade school. I much rather prefer using the average height chart from Wiki (http://en.wikipedia.org/wiki/Human_height#Average_height_around_the_world), and adjusting it slightly for gender and age as necessary.
The reason Sealand and Lativa are so small is because of the country, Hima made them small on purpose even with the age not being correct for his height.
I was only using Sealand as an example because he's the shortest, and us short people know our kind. XD Not that I agree with his being so tiny -- I mean, look at some of the other micronations. Seaborga, Molossia, Hutt River, they don't look tiny at all! -- but it's Word of God (http://tvtropes.org/pmwiki/pmwiki.php/Main/WordOfGod), so I can't complain loudly.
But look at, say, Seychelles and Liechtenstein. Both are very tiny countries and represented by young girls, but Seychelles is still bigger by area and population, yet is shown smaller on the chart. Hima's line of reasoning would fall through in that case (maybe the Seychellois are smaller than Liechtensteiners, though, I don't know, since they're not on the Wiki article of course. XD). I'm not saying you're wrong, I'm not saying Hima's wrong, I'm just saying. ^_^
Nope. That's been his height since the beginning I believe. These profiles from '08(?) list him as 177 cm. It's hard to tell though since they are all drawn roughly at the same height. XD
England is often depicted as being shorter than he's supposed to be, true, but I'd say his reaction in that scene indicates that America is supposed to be taller than him and is not just drawn like it. It still looks kind of exaggerated for a two centimeter difference, imo.
Oh wow! I've never seen that before! Comparing to some of the old profiles, there doesn't seem to be much change though Japan lost a centimetre and Russia gained 4. I wonder if they're anime-only heights? (Since they use DEEN's art and all)

;u; It came with the official cover sheets for two packs of episodes. Plus most of the settei in the lot don't have high enough quality scans anywhere online to have been faked.

Technically, they're supposed to be thrown out afterward or something; they're never actually meant to be released to the public. ;u; I just happened to find a set of 83 sheets on YJ a while back and grabbed it hoping for a couple pages of Russia. :>
I'd say if you're editing, do something like "165cm (164cm in the anime)" and "182cm (186cm in the anime)" or such. Both heights are still canon, in the same way Liet's eyes are green and blue. xD
That's most likely what we'll end up doing. I'll just have to remember to make some reference notes so people don't start freaking out wondering where those extra numbers came from and provoking edit wars. XD
