Also, Hetalia's anime page has just announced recently that they will be releasing new character songs for "those characters who don't have one yet" (thank you for confirming, Hitsu!)~ More information on 15.2.2012!

D: I can't see Japanese on work computers though; is it only characters without songs entirely, or just without character cds? >w< Personally, I'll be hoping for something new with Liet.

Australia, New Zeeland, India, Taiwan, Vietnam, Thailand, Cameroon, Seychelles, Monaco, Estonia, Latvia, Bulgaria, Romania, Denmark, Norway, Iceland, Sweden, Finland, Hungary, Austria, Canada, Cuba and all the micronations except Sealand(?)

Edit: forgot Belarus and Ukraine.

Actually, Iceland has a song (which I believe is called "Welcome to Iceland") and Belarus and Ukraine did a duet called "Ame to Muchi", or "Carrot and Stick". Also, if you include Hatafutte Parade/Marukaite Chikyuu, Sweden, Finland, Austria, and Hungary also have songs. Other than that, I think your list is correct.

Well character songs aren't the same as Hataffutte songs are they? and I believe they are talking about character songs... So I'm actually missing a lot of characters.

Hmm... it's open to interpretation I suppose, but I've looked at the Animate site linked in the OP and it says that it'll be characters who haven't sung yet. That sounds to me like they mean ones who haven't got a song of any kind. I guess we'll see ^^;

MKC or HFP only:
Austria, Belgium, Chibiromano, Finland, Greece, HRE, Hungary, Liechtenstein, Lithuania, Netherlands, Poland, Sealand, Sweden, Switzerland, Turkey.

No Voice Actor:
Cameroon, Hutt River, Korea, Kugelmugel, Ladonia, Macau, Molossia, Monaco, Romania, Seborga, Thailand, Vietnam, Wy.

Voice Actor, No Songs:
Bulgaria, Canada, Cuba, Cyprus, Denmark, Egypt, Estonia, Germania, Hong Kong, Latvia, Norway, Seychelles, Taiwan, TRNC.



My personal guess is to take out minor and non-anime characters from the final list. So Canada, Cuba, Denmark, Estonia, Latvia and Norway.
