It's kind of a weird exception. The conjugation suggests past tense, but the usage is most definitely a demand.

Ah, forgot the first part. That one was tough, but I checked a Japanese dictionary, and one of the meanings was something like "from the deepest or most profound part of something," and I don't see a negative.

Mmm. Are you familiar with the Ace Attorney games? "Hold it!" in the Japanese version is 待った!... That's the first time I saw the usage. I'm not sure exactly why it's like that, I think it may be a contraction of sorts, like なんてことだ into なんてこった. Or it could simply be that the "a" sounds more tough and manly than "e," so it's kind of slurred into "ta." XD
