Gotta say that Himaruya has been getting deep with the concept of countries. In the micronations' comic strips, he did state that if a Nation (in this case, NicoNico) decides to be part of a country and not be known separately, the nation disappears/is absorbed by the other nation, making the now-no-nation a normal human who ages normally.
Now he might be trying to explain what the nations, as beings, are to the world.

I'm glad the fandom will finally have some canon that explains things. Where nations come from, how they age, their abilities in comparison to normal humans, etc. etc. etc.
I was always insanely interested in this aspect of Hetalia. It's a question of morality that I've never seen before, and it totally ate up all of my thoughts.
