Thank you! Yes, I do treat them as half-brothers. Quebec was actually the original Canada, raised by daddy France (shudder), who eventually abandoned him when England charged up the hill and became his new foster daddy (shuddershudder). From this uncomfortable parenting was given birth another altogether different creature, who took on the name and identity of Canada. He grew so big that Quebec ended up with an identity crisis, not knowing whether he should still call himself Canada now that his little brother had essentially taken up the mantle. There's definitely some love/hate going on. And all of this is perfectly historically relevant.

Oh, and I forgot one detail about Quebec: he constantly pesters America about stealing Florida away from him.
