From what I can understand, Lux's dog, Peltzer, is soft..and gets along with Germany's dog? Peltzer is a she, I guess.

Her name probably isn't Peltzer, but Pelze. A "z" makes a "tz" sort of sound in German, which explains the katakana. Pelze means furs in German, which goes along with her being soft and furry.

Pelzer itself means furrier...As in, a person who deals with processing and handling furs.
