I have friends who are the biggest whores with their characters like me XD so it's easy to talk some of them into odd pairings. As long as there's smut we are all happy.
It's probably one benefit of being so old in this fandom. I was rping around the time when it was hard to find other Hetalia rpers were around (I think about three years ago). We normally had to learn to deal with whatever pairing we could get.
Have you tried advertising for rps on here? I know some people do that. You could try find someone who'd ship one of your rarer Prussia ships.
