It's North Italy. Hima switches the place of their ahoge's sometimes, but I don't think that that is an ahoge 'cause it's not... curly. Yeah. It's more like a random piece of hair. Himaruya forgets to draw in their ahoges sometimes.
And also his hair is from the center, unlike Romano's, whose hair is like from the left( or right, depends on how you look at it?) side.
