They are taking pre-orders for the regular and special editions on rightstuf.com.

Edit: Char confirmed that the special edition comes with the Prussia bandana!

I hope this has the 24 third season episodes, the Axis Powers Fandisk episode, and the first episode of season four. That way we'll get 26 episodes on both the season 3 and season 4 releases and the season 3 release will have the entirety of the Boss Spain and Chibiromano arc. And overall my OCD will be happy.
