In the manga they were shown as tradepartners.
Netherlands and Poland seem to be doing lots of trade even today, so I suppose they're on good terms.
If I remember correctly Netherlands' is Poland's 8th biggest trade partner, and even the 6th biggest among EU members.
So maybe that's why?

The 8th isn't that high considering how near they are to each other. It's actually pretty low. If he was going for trading partners it would make more sense for Pol to be with Russia or Germany and Neth to be with Germany, his sister or France.
