According to the official Hetalia site, the second extra episode of Hetalia will air on 22 July at 4PM Japan time. The description appears to be an adaptation of one of the Halloween strips.

On my birthday YES! Yea that they are making a new episode on that day. I am so happy. Rarely anything happens on my birthday. Anyway so glad for the new episode and yes that it is the Halloween episode. I can't wait to see Russia at his receptionist desk...smiling.
