I'm pretty certain its Jojo's Bizarre Adventure (http://en.wikipedia.org/wiki/JoJo%27s_Bizarre_Adventure). Italy's referring to "Stands" which are supernatural powers the characters have.
There's lots of globetrotting and historical settings involved, so its an interesting manga to mix with Hetalia!
basically Romano is asking what the hell it's happening in his house. It refers to the fact that digital clocks in Sicily are running 15 minutes fast and no one can explain why. (http://www.euronews.net/2011/06/10/digital-clocks-go-crazy-in-sicilian-town/)
Veneziano thinks it might be the "Stands" (from JoJo's Bizarre Adventure)
Actually, my guess is that it's more likely a reference to a later installment of the series, Vento Aureo, a part that takes place in Italy. The big bad in that one, Diavolo, has a stand that can erase segments of time entirely. So, it's like, 'Suddenly it's five minutes later! What's up with that?!'
Jonathaaaaannnn ;A; Part one is a personal favorite of mine. But yeah, definitely read the rest of the series if you get the chance, it just gets more and more AWESOME.
Though... I couldn't help but get HetaOni vibes from this... Maybe that game IS history-canon, and the time jump is from Italy being in the mansion... @_@
Or poor Italy just can't stop instinctively smashing clocks after escaping... @_@
The only con I get a chance to go to that's even sort of close to that area is Otakon, but I do appreciate the thought and offer! I'm familiar with the Joseph and Jotaro on the left, though! They're pretty awesome fellas.
He definately appears to be referencing JoJo's, since both the little title above the image and the image name reference Dio Brando's Stand "The World/Za Waarudo". Methinks Italy's been hanging out at Japan's house more often than what we may think |D
I discovered about Jojo's adventures 3 weeks ago. Since then, he is Everywhere. I see figures of them everywhere, pics of figures, referances, learn about Clamp being fan of Jojo's right after I buy "Wish" ( with charas inspired from JBA's characters Jotaro & Kakyoin ) and now that. @__@

Sounds like the title of the manga of the same name. Italy says "sutanido". I don't know what it does means, however...

It looks to me like either Italy stole the book out of Romano's hands or Himaruya's gotten even more derpy with hands.
