I'm pretty certain its Jojo's Bizarre Adventure (http://en.wikipedia.org/wiki/JoJo%27s_Bizarre_Adventure). Italy's referring to "Stands" which are supernatural powers the characters have.

There's lots of globetrotting and historical settings involved, so its an interesting manga to mix with Hetalia!

Actually, my guess is that it's more likely a reference to a later installment of the series, Vento Aureo, a part that takes place in Italy. The big bad in that one, Diavolo, has a stand that can erase segments of time entirely. So, it's like, 'Suddenly it's five minutes later! What's up with that?!'
