It's a reference to a line from the Hetalia Fantasia 2 drama CD when Japan uses such candies to calm down a sobbing America, leading America to muse "I wonder where they buy them anyway". I guess even Japanese grandmas tend to have mysterious candies at their houses, huh? Nice to see that even half way across the world, you can trust old ladies to be consistent with each other XD
