I tried looking it up, and the only significant results I found were 1, a high-class fashion line (unlikely, or he'd be wearing something from it), 2, The Petticoat Affair, which was an American political fiasco involving a supposedly loose woman (more details here: http://www.economicexpert.com/a/Petticoat:Affair.htm), also unlikely...

...Or 3, something that interestingly involves personifications of countries... except oddly it seems to be from some random person's blog of visions they have, and discussions of how it might pertain to Biblical verses or something... Hopefully someone can figure out what that mysterious title is really about, I'm intrigued. ^_^;;
