As per usual I fail and can't read half the kanji, but basically Germany is given a gun that Italy's side dropped, and Germany examines it to find out more about the enemy. There's a manual, and even though Germany appreciates the design and technique of the gun itself, the things written in the manual ("don't load your gun!") make him think the usual "WTF what is wrong with this country", and finally he asks Prussia "Brother, has Italy always been like that?" and Prussia answers "The time will come when you, too, will appreciate the good side of it".
