I CAN'T TELL. In the first panel it looks like he's got America's ahoge.

Then it looks like Canada's in the second.

Looks like America in both. The ahoge in the second actually looks like a stray line from a circle or something. If we're looking at the same thing, you can see that it continues over his head.
