While Funimation was announcing the Hetalia Tinier Me event, they have announced the Paint it White! movie will be released in Fall 2011 in the US.

I would think so, because I know Funimation has the dubbing and distribution rights in the United States and Canada. I don't know how that works, but I know I read it somewhere.
