yes, Lovino and Feliciano can be also surnames. If I don't remember wrong Lovino should also be popular as surname in south Italy so this could have lead Himaruya to believe the English name Lovino was also used in south Italy...
Well, Vargas is clearly not very Italian sounding... and many surnames that hadn't been Italian sounding had been Italianized in the past so it's possible Vargas had been turned into Varga or other variations (Verga for example, like the famous south Italian writer).

It's also possible that there are more Vargas but they are using a cell phone instead than having a phone at home so they aren't listed or they had asked their datas not to be shared in the net for some reason so actually they can be much, much more though I won't bet on them being enough to allow me to say the surname is popular.
