More or less, they're stainless steel clips with charms. Animate's picture (http://www.animate-onlineshop.jp/resize_image.php?image=06081655_4c0df7634dd50.jpg) gives some examples on what they could be used for on the bottom (such as a bookmark, a decorative charm on a bag, and a... snack bag sealing clip of some sort).

It's kind of hard for me to explain because I'm not sure what the English equivalent of it is, but I hope that helps.
