Perhaps it could be a private showing? With a little more detail...? After all, it's just not easy to write all the smutty details on shortfic mode -- you have to keep the important bits in, and leave the rest out.
Would Arthur bother to lube up his little pet dragon? Or is he THAT bad? I don't know.There's also the fact I have to wonder how "durable" nation-tans are. I have this theory that they are like little gods of sorts (think principalities: literal embodiment of nations), but I need to make a longer, better exposit of it. If that is the case, HK-tan might be able to fare better than average to some serious abuse of the nonlubby variety. Funny how I-- ANON has less trouble writing about persistent, psychological pummeling and mind-rape than over that. On the other hand, such practical details often derail from the flow of fiction, so...
Oh, of course I think Arthur will change a bit. HK-kun also gets tough! He's a little dragon who can resist the RED MENACE that infected his 'older twin.' If he can stand the commies he can tell Arthur to GTFO and leave him alone to tend to his birds in peace. But that's just a theory.

Probably, as HK gets older physically, he'd get more and more quiet and secluded in a "cold shoulder" way. If UK were any more cruel, at that point he probably would have killed all of HK's birds. Or something. Too much mousou.

I think the trickier cases are that of countries which split up, merge, are born or "die." I submitted once on 4chan that the nation-tans would remain, in some form, as long as the culture sticks. Rome is a dead culture altogether, so he's a ghost now. Someone said Prussia may persist as East Germany.
I do wonder if Hong Kong existed as long as China did, or if it came to be when it was formally separated from the former. For me, I think one can assume he's like a small brother to China (let's not really trouble ourselves TOO terribly, as, if we went into detail, China would not even be a country to begin with, but a hivemind of lands up until it was unified) and then Arthur came thundering in.
I think it's a matter of playing it by guidelines rather than rules, like I said. But that's just me.
MEANWHILE I think that Hong Kong will go through phases. First, he'll suffer (the poor thing), slowly moving onto being jaded and acceptance, and from that will be born a sort of callousness... indifference. Hong Kong would notice that the one thing Arthur can't do is make him *feel*. After all that time and experience, he can control himself enough (
INDEPENDANT ECONOMIC ZONE HOHOHO) and, along with the self-esteem boost that came from standing against the communist government, the population growth and the financial boost, he'd find himself noticing he doesn't have to put up with Arthur's abuse anymore. I figure by the 1950s-1970s (while Arthur was otherwise preoccupied with the cold war), he was finally giving Arthur the cold shoulder. And poor Arthur would realize that HK has escaped him too, but that at least Alfred doesn't have hard feelings against him. HK on the other hand...And yes, Arthur probably killed his birds.

Oh dear, I know what you mean there. Because technically, Hong Kong will lose a good chunk of autonomy come 2047, so what will happen to him? And what will happen to Taiwan should she forced to go back to Nii Nii's house? A lot of people say actually that East Germany's population still are very proud of their Prussian roots, so I can see that Prussia is in a way still alive.
Hmm, one way to look at it is probably on a prefectural level? Because before China became unified, it was a lot of little tiny nations, and HK can probably arguably be one of them--and then with the Qin (not to be confused with Qing) Dynasty, Nii Nii became the actual physically strongest nation-tan that reigned over all the other prefectures, while a few continued to survive in the shadows--not really growing while Nii Nii thrived? Which can explain why when Arthur came in, HK was still a little boy.

OH LET'S NOT FORGET ABOUT THE TRIAD. HONG KONG'S WAY TO DEFY MORE. And the Kowloon Walled City. Hong Kong would definitely be able to hold his head high again well after the economic boom that he got, and then when Arthur finally turns his head back to look at HK after the Cold War issue, he'll have this terrible deja-vu of how Alfred towered over him after just a few short months (though HK does not tower over him, it's still a considerable growth spurt).
