It's in relation to another part of the manga (http://www.geocities.jp/himaruya/rkgk6.htm) where during the Cold War, America's boss wanted to bring down Russia's spirits, so he told America to call Russia and order a ton of 25cm long (about 9.8inches) condoms. Russia panics, saying he's never made anything in that size, and to not expect too much of him.

The package comes, and America takes it to his boss asking "Did you order something in extra small size?"

I'll openly admit this is the first time in any fandom that I've ever went for the sou-seme idea (the seme that ...semes everyone). Usually I just find a fave character and make him a sou-uke (fandom bicycle) but I just want Russia to be happy.

Russia is definitely the ultimate seme of Axis Powers Hetalia, even if I can't see a historical connection in some pairings, I'm just totally infatuated with Russia/Anyone <3

Hm, so you think Russia could only be happy as seme? I too just want Russia to be happy, but I kind of ship him as sou-uke myself. Mainly because most of Russia's history can be summarized as him sucking extremely at being in control.
