It's a Russia/Japan doujin, but historically, Russia was part of the Allied Powers (Allied Powers=America, UK, France, China, and Russia) to fight against the Axis Powers (Japan, Germany, and Italy), so he was there to fight Japan. There's also the Russo-Japanese War that he would probably want to get back at Japan for...plus some historians say that the two "bullets" fired into Japan was to also show Russia how powerful of a weapon America had.

Actually, Japan provoked Russia and China first, then provoked America, and then America shot two "bullets" in Japan. Now they're...not really friends (Japan gets along better with England, actually) but Japan pretty much goes along with whatever America says.
