I love that pic too, in a sad way... clearly post-Austerlitz when the Austrian HR Emperor lost to France and HRE as a Nation was "killed"... :( That looks like Austria's hand holding a conductor's baton there, in the foreground. And Prussia looks mad enough to kill... OH the ideas that gives me for fic.
