Question about Russia!

I've read in the profiles and I've seen all sorts of fan art with him with that pipe/faucet thing. But where did that come from? I didn't see it in the comic D: I reeeeally wanna know about that. Can anyone help me please?

XDD Yeah I saw the untranslated one! But taure linked me to the translated one :D! Yeah it's true. Just one scene with him and that pipe. Here I thought he had it all the time XDD I was wondering where it went! Thank you!
