This strip refers to the Fascist support of Italy to the victory of Nationalists in Spain during the Spanish Civil War in 1936-1939.
Since Italy spent so many men and stuff on Spain they were expecting some help from Franco during WWII... But there was no way Spain would gave him a hand after a three years long civil war ^_^;;
