Ummmm I was checking Kitayume today and I found out a Q&A section was added on the Index
Was this section there before? Is there a translation?? (it seems to be mentioning yaoi or is it my imagination???)

But I don't think 男同士 means yaoi or male/male relationship or rather it just means bromance or something similar. That part says something about the materials on the website in a joking manner, I think.
Others are just Q&A about the links sharing (by all means but direct link to images other than the banner is no no), doujinshi/etc (is okay to make them), cosplaying the characters (is okay too), printing/repost (for profit is no no, not sure about the line), requests (he checks them but it is not possible for him to draw happy-birthday illustrations etc but he'll draw if the request is interesting), game (he'd be happy if he gets reviews? not sure about the line. It's okay to post screenshots) and manga (description of the mangas he does).

What I can make out from Google Translate, Hima tells us the site is about gag comedy and history featuring country anthropomorphic(or Hetalia for short).
The Q&A (http://www.geocities.jp/himaruya/qa.htm) might just be for anyone new to the site. First time users would go to this link if they have any questions that were frequently asked.
