For the RP comms, yes. Three months no activity = dead for me. That's probably longer than needed, but sometimes people try to get them rolling again.
As for non-RP comms... honestly a lot of them haven't been posted on since 2010/2011. That's pretty inactive. But I don't want to remove them in case someone is like "Oh, I remember there was a fic I liked on that comm, I want to reread it." Or sometimes there will be the odd new post added to a pairing comm. (I own the US/Japan comm, which has never been very active, but every so often someone will post some new fanwork or a doujin).
There are some others I'm a little uncertain of... like the anon and kink memes... I'm not sure how they're run, I never really go into that part of the fandom. So I'm not really sure which ones are technically still active or what.
If more people would rather I remove the comms that seem to really be dead, I can do that. It'd be less for me to keep track of, but I don't want to do that without getting feedback first.
