I think it could be 参加希望 - "interested in participation", so basically "I want to join!"

Also I'm pretty sure that's Luxembourg.

Ah yes, now that I'm thinking of it, I guess I really just got carried away by my own wish to see Luxembourg (but I still can't help but think he looks suspiciously similarly to Belgium's dream version)

Wasn't there a meme going on during one of the previous events, with Hima noticing things days/years later than they happened?
