Comic Diary 9- Discussion Question

So, I saw some people discussing the strip where gay marriage was legalized in Spain and they were disagreeing about whether or not Spain was proposing to both Italies in 2005 or just Romano. I always thought he had been proposing to both but I guess some people disagree with this. So, I was just wondering what everyone's opinion on this was, do you guys think he was proposing to both or not? (Please don't turn this into an argument. I just want people's opinions.)

I think when he burst in the room with the news, he was talking to all 3 of them (Austria, North & South Italy) because in the first strip when he is proposing to the younger Italies (He actually proposed to North Italy, but I think he meant when he said "I got it! Then, lets all live together then! Okay?" He was referring to both Italies) and Austria tells him that he won't accept bigamy (well, it's polygamy really), that makes them 3. That would be in character for him since he has showed interest in North Italy many times in past strips.

I think he was talking to all three of them, but Romano was the only one that actually understood.

In the comic just before that one (http://aph.starry-sky.com/files/mtsp1.gif), he asks Chibitalia to marry him.

Romano gets upset and he promises to live with him, too(pretty much saying they'll also get married, since Austria scolded him.)

He was proposing to both of them, technically.

I think this strip is pretty much the definitive "Oh Spain you lovable fail" comic. I always thought the joke was that Spain forgot about his ridiculous Italy/Romano/Austria quad-marriage for hundreds of years and then in 2005 was all "oh whoops, I need to take care of that" and only Romano had any remembrance of what he was talking about.

This comic drives my headcanon-brain crazy though because I want to know what marriage means to these characters, or at least Spain.
