Hm... it looks like Seychelles to me, if you look at the hair and dress. It's the same as the chibi above the girl with the sword (Pirate!Seychelles?) just in a different pose.

I'm actually pretty sure that the one with the long hair is Hungary. That little flower pretty much reveals that... and "Belgium" is actually Seychelles, the pigtails are just harder to see is all~
