I love how Germany has that "You got to be kidding me" face. Awww...don't you remember dressing up as a cat with Chibitalia, Doitsu? So cute. I was kind of hoping to see Germany and Italy as adults both dress up as cats, but that would sound like something coming out of a R18 doujinshi drawn and badly written by teenage girls.

The text that goes there is actually ニヨニヨニヨ (niyo niyo niyo), which is a sound effect that Himaruya uses often to express a character's amusement (at making someone else uncomfortable?). Prussia uses it a fair amount, but I've seen other character's use it too. I don't believe it has a direct translation per se.
