Well the African character were only in a tie-in game so I can understand why they aren't as well known. Technically they haven't appeared in the manga so most people don't count them as characters.

Sorry this took me a while to respond but she did appear officially in volume 3 of the manga in several panels so I think it is safe to say she is official.

Thank you! Yeah, I wasn't sure who the other two girls where. I just think it's unfortunate because Africa has such a rich history; didn't people come there from A Africanus? Ha, I'm sure HH never expected Hetalia to become this huge at all, which is why it focuses more on his expertise in history. But he's pretty good about adding new characters.
