Concerning Icons....

Okay, I'm not sure people will be enthusiastic about this, but might I well give it a shot.

I like to make icons and I've attempted it before. (I have seen a few people use them, which is something I'm completey escatic about.)Also, when I make icons, I love to add witty text to it to try and make it funny and maybe even throw in a random pop culture reference in there when I can. I'm pretty okay about icons with it comes to official pics, but making icons for the anime that are halfway decent is nearly impossible for me, since I have Windows Movie Maker. The photos often come out grainy and I'm not sure I like that. So, I was wondering if there was an icon maker out there who wouldn't mind pairing up with me when making icons. This said person would create the actual picture, or base, and I would add the text. Of course credit would go to both of us (more so to the person who create the icon, cause they did more than I did).

Note: I can also do this with more than one person. Plus, if you have an icon that you want funny text written on it, I can do that for you, too. In addition, I would really only be able to work with Hetalia icons, because I know the series the best and it would be easier to make text.

Moderators, I understand this may seem a tad....off-topic, but I really don't know how else to get the word across since I'm not sure how many people would actually go out of their way to read my journal. In any case, if this is considered spamming or off-topic or anything like that, pyou are free to delete this and also direct me somewhere where I can ask the question with relevancy.

It's how @sir_pinkleton said, you can use the sharpen tool to make the pictures look less grainy.
I don't know if this helps, but this program allows you to save all the screenshots you want without having to play/pause in windows movie maker:

If you have Photoshop, I often times use Smart Blur and Smart Sharpen under certain settings to help photos look more better quality and be clearer. I'm sure other programs have similar settings, I'm not sure what they'd be called though. :)

You could also start at the earlier hetalia episodes that are ripped from dvd. :3

You can also try making text-only icons like with quotes from the anime or just text in general that relates to it.

The Keep Calm set in this post is a good example (http://taure.livejournal.com/188279.html#cutid1). There was also a neat (and hilarious) text-only icon out there that had the quote "The weatherman's predicting a 100% chance of shitstorm and it's coming right at ya!" from the anime dub. I can't find it right now but if you're good with typography, text placement and have a few textures at hand, you can make some great text-only icons as well. :)

Oh yeah and as for graininess in screencaps, try looking for a bigger or higher quality version of your video since when you crop and size it down, some of the graininess can be hidden. When it comes to newer Hetalia episodes that haven't come out in DVD yet, I try to cap the episode from NicoNico since the screen is pretty big compared to if you download it.
