There's usually a Comicboerse in Vienna, yeah. oxo Like... four times a year or something. But it's comic + anime/manga... and the halls are tiny. It's not a big event... Only a handful of the people are costumized. It's the only one I know of. o:
I'm not sure how it is in Germany, but in Austria I don't think word of Hetalia has really broken through yet. o.o
