I think the "pant explode" thing is mainly because in Chinese action movies that have the ancient background, the characters sometimes gather their "internal energy" (if you know what I mean) and after that their clothes usually got explode or become ragged.

Well, it can be used as a noun but generally with a different meaning than 'pretty girl'.
Plus it's singular and in this case you'll need a plural.
I guess the problem comes from the fact that Himaruya is using the stereotypical idea that all the Italians use 'Ciao, bella' to greet girls and, in that case, you translate it as 'hello, pretty girl'. Probably nobody had bothered to explain him that in that sentence the word 'ragazza' is implied and that, differently from Japanese abjectives, in Italian abjectives have a singolar and a plural form (as well as a male and a female one).
But it's not the first time I see people using macaronic Italian and I fear it won't be the last... -_-
