As for downloading the videos, a quick google search says to try this site (http://www.vid-dl.net/). There's also this extension (https://chrome.google.com/webstore/detail/fhoofdceoggleefoalmfbfdmboaalhpo), but I don't use either because I don't download videos(just songs) from Nico Nico Douga, so I'm not sure how they'll work.
